WNY County Officials Honored for Graduation from County Government Institute
Wyoming County Deputy Treasurer Robin LaWall and Niagara County Clerk of the Legislature Alysa Tomasino were recently honored for graduating with certificates from the County Government Institute.
The County Government Institute is an educational program hosted by the New York State Association of Counties (NYSAC). Through CGI coursework, county officials earn a certification that demonstrates their dedication to good government and to upholding high standards of county leadership.
The graduation was part of the 2025 NYSAC Centennial Legislative Conference held in Albany, in a ceremony honoring county officials for upholding the pillars of leadership, accountability, and integrity.
“I was able to learn a tremendous amount about county governance and policy development through the County Government Institute,” said Tomasino. “Which has helped me be more effective in guiding our Legislature.”
Tomasino began her career as an Assistant Clerk of the Niagara County Legislature in 2016. In 2021, Alysa was appointed Clerk of the Legislature. During her time with the county, she has continually modernized legislative operations and supported efficiency in legislative functions.
“The County Government Institute was both enlightening and transformative,” said LaWall. “It provides valuable insights and practical skills for navigating local government challenges.”
LaWall has lived in Warsaw NY, the seat of Wyoming County, for 30 years. She served as the Deputy Treasurer of Wyoming County since June of 2019 and was elected to the Office of the Treasurer beginning January 2023. Robin currently serves on the Taxation and Finance Committee for NYSAC and was recently appointed to a Council Member position on the Western Board for NYGFOA.
CGI instructors are NYSAC staff, county leaders, and Cornell faculty members who are experts in local government structure and issues.
"As county government becomes increasingly complex, it is imperative that our leaders continually enhance their skills to effectively serve our communities,” said NYSAC President and Westchester County Legislator Benjamin Boykin II. “These graduates’ commitment to professional development through this rigorous program exemplifies the dedication required to navigate the challenges county leaders face today."
“The County Government Institute is an invaluable resource for building the next generation of leaders in local government,” said NYSAC Executive Director Stephen Acquario. “It equips county officials with essential tools and insights to tackle challenges faced by counties across New York State.”
The Institute's curriculum includes extensive course work on government ethics, building consensus in a political environment, principles of county budget and finance, and public sector labor/management relations.
Courses are offered at all NYSAC conferences, and regionally throughout the year, to enable county leaders to stay up to date on timely issues and opportunities in local government.
