SFY 2026 Executive Budget County Impact Report

Each year, NYSAC publishes an Executive Budget impact report, highlighting the areas of the Governor’s Executive Budget proposal impacting county governments.

The headline on this year's budget is that it is mostly status quo, with no major areas of concern. The executive budget includes over $8.2 billion in aid to counties, including continued 18-b reimbursement rate for assigned counsel, and $45 million in new funding for county aging departments to meet the unmet needs of our older Americans and to address county waitlists for services.

While we are cautiously optimistic about this year's budget, and grateful to see the county Medicaid cap maintained, changes in federal funding could present real challenges for the state and counties and we will continue to monitor that situation closely.
