Governor Hochul Unveils County Infrastructure Grant Program

Governor Hochul recently announced the start of a new grant program to help counties combat New York’s housing crisis. The County Infrastructure Grant Program will provide up to $50 million to help counties fund small to medium scale county-led infrastructure projects across the state, with enhanced awards for projects supporting the creation of housing projects of ten units or more. 

The program, which was part of the SFY2025 State Budget, is the result of numerous discussions between the state and county officials in recent years related to housing and other local infrastructure needs. 

This new program will provide the 57 counties outside of New York City with a flexible source of state grant funding for projects that contribute to housing, economic growth, and tourism development. Eligible counties will be able to apply for grants that support a wide range of infrastructure improvements, from the construction and expansion of utilities to the rehabilitation of public properties. For larger projects that promise to create at least 10 new housing units, counties can receive up to $1 million in grant funding. Smaller-scale projects, those producing fewer than 10 new units, are eligible for up to $500,000. 

The program, which is limited to one application per county per round, is designed to fund every step of the infrastructure development process. Whether it’s laying new water lines, reconstructing roads, or even purchasing machinery for public works, the County Infrastructure Grant Program aims to make it easier for local governments to invest in projects that not only improve housing but also fuel broader economic benefits. 

Benjamin Boykin, president of the New York State Association of Counties (NYSAC), sees the initiative as a critical tool for local communities. “We need more housing in New York State, and this empowers us to address and support critical infrastructure needs while simultaneously promoting housing growth, thereby enhancing the quality of life for our residents.” It’s a win-win for residents and local economies alike. Boykin also expressed gratitude to Governor Hochul and the state legislature for their collaboration in creating this new funding opportunity. 

For county officials, the program represents an exciting opportunity to tackle long-standing infrastructure challenges while promoting the development of new housing. To help local governments navigate the application process, NYSAC has announced plans for a webinar in partnership with Empire State Development (ESD), where officials can ask specific questions about potential projects and learn more about how to submit their projects for consideration.
