DEPUTY HUMAN RESOURCES DIRECTOR: WYOMING COUNTY HUMAN RESOURCES
HOURS: Primarily day shift, Full Time
SALARY: Salary commensurate with experience and education

DISTINGUISHING FEATURES OF THE CLASS: The Deputy Human Resources Director of Wyoming County in the management of all facets of human resources and organizational development. The incumbent requires specialized knowledge of all concepts, practices and policies within Labor and Employment Law and Human Resources field and demonstrated leadership skills. The work is complex; integrating Civil Service Law, labor contracts and personnel policies in the decision-making process and applications of the same. Work is performed under the general supervision of the Director with a wide degree of latitude for the exercise of independent judgment in the administration and supervision of human resource functions. Supervision may be exercised over lower level professional, administrative and clerical personnel.
Typical Work Activities:
- Ensures compliance with all applicable federal, state and local legal requirements affecting employment by studying existing, new and anticipated legislation, enforcing adherences to requirements and advising management on needed actions; drafts replies to administrative agencies regarding complaints;
- Represents management in administrative proceeding in the NYSDHR, EEOC, NYS DOL and arbitration;
- Administers and manages hiring process;
- Collaborates with the Human Resources Director on such things as assessing capabilities of management team, conflict resolution, recruitment and selection of personnel;
- Guides management and employee actions by researching, developing, writing and updating policies, procedures, methods and guidelines; communicates and enforces organization values;
- Represents management in negotiation of union contracts in conjunction with the Human Resources Director by researching and preparing negotiating issues;
- Assist in preparation of the annual budget;
- Other duties as assigned.
MINIMUM QUALIFICATIONS: Graduation from high school or possession of an equivalency diploma plus EITHER:
A. Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree in Human Resource Management, Business Administration or Labor Relations and five (5) years of administrative and/or leadership experience in Human Resources in a unionized workplace; or
B. Graduation from a regionally accredited or New York State registered college or university with a Master’s degree in Human Resource Management, Business Administration or Labor Relations and three (3) years of administrative and/or leadership experience in Human Resources in a unionized workplace; or
C. Graduation from a regionally accredited or New York State registered college or university with a Juris Doctor Degree and two (2) years of administrative and/or leadership experience in Human Resources in a unionized workplace.
Prior Labor Relations experience in a Health Care and/or Governmental unionized workplace a plus.
