Tompkins County, located in the beautiful Finger Lakes region of New York, is seeking a visionary and strategic leader to serve as our next Commissioner of Social Services. This critical leadership role offers a unique opportunity to shape the future of social service programs that are central to our community’s well-being. The Commissioner will oversee a diverse portfolio of programs that promote economic security, housing stability, and family well-being, ensuring equitable access to services for all residents, regardless of background or circumstances.

As the Commissioner of Social Services, you will be entrusted with the responsibility of managing an extensive array of services designed to assist individuals and families in need. These programs include, but are not limited to, income support, child welfare, housing assistance, and emergency response services. By implementing policies that address both immediate needs and long-term solutions, the Commissioner will play a key role in reducing poverty, promoting self-sufficiency, and building a more inclusive, supportive community.

The ideal candidate will be an innovative, collaborative, and solutions-oriented leader with a deep commitment to social justice and equity. The Commissioner must possess strong communication, leadership, and management skills, with the ability to work effectively across diverse teams and engage with a wide range of community stakeholders, including government agencies, non-profit organizations, and advocacy groups. In addition, the successful candidate will be committed to using data-driven decision-making to improve service delivery, ensuring that the most vulnerable members of our community receive the support they need.

Key Responsibilities:

  • Lead the Department of Social Services in planning, implementing, and evaluating programs that promote economic stability, housing access, and family support.
  • Develop and oversee policies that ensure equitable access to services, emphasizing inclusivity and community engagement.
  • Foster partnerships with local, regional, and state agencies to strengthen the network of support available to residents.
  • Supervise a team of dedicated professionals, providing leadership and guidance to enhance performance and morale.
  • Manage the department’s budget, ensuring fiscal responsibility and effective allocation of resources.
  • Use data and research to inform decision-making, improve operational efficiencies, and address emerging social needs.
  • Represent the department and Tompkins County at meetings, public forums, and with key stakeholders, advocating for policies that address systemic issues of inequality.

Qualifications:

  • A Master’s or Bachelor's degree in Social Work, Public Administration, or a related field.
  • A minimum of 6-8 years of leadership experience in public administration or social services, including experience in a managerial or executive capacity.
  • Demonstrated success in managing complex programs, with a focus on social services, public health, or community development.
  • Knowledge of social service laws, regulations and best practices, with a commitment to promoting social equity.
  • Strong interpersonal and communication skills, with the ability to engage effectively with diverse populations and organizations.
  • Proven ability to work collaboratively with a variety of stakeholders to build consensus and drive change.
  • Experience using data and performance metrics to improve service delivery and outcomes.

Compensation & Benefits:

  • The starting salary for this full-time position is $148,990, with the potential to increase to $161,907 after nine months, based on performance.
