DISTINGUISHING FEATURES OF THE CLASS: An employee in this class performs professional accounting functions and has responsibility for a significant portion of the accounting functions of a department. There is considerable leeway in this position for the exercising of independent, professional judgment in the performance of assigned tasks. Direct supervision is exercised over clerical and account employees. General supervision is received by a superior through analysis of periodic statements and reports. Does related work as required.
TYPICAL WORK ACTIVITIES:
- Supervises the audit of various vouchers and maintenance of various subsidiary accounts in a department having a considerable volume and variety of transactions;
- Is responsible for one or more aspects of the governmental accounting functions of a department;
- Performs budget accounting functions, including auditing to insure budgetary compliance;
- Prepares a variety of financial analysis statements and reports;
- Prepares bank reconciliations;
- Develops and supervises the installation of new accounting systems and procedures pertinent to the operations of the assigned section or department;
- Supervises and instructs subordinate clerical staff in proper work methods and techniques;
- Performs financial analysis of financial data and makes recommendations to improve efficiencies
- Applies automated data processing techniques to departmental accounting procedures.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS:
- Thorough knowledge of accounting principles and procedures and ability to apply such knowledge to accounting transactions;
- Thorough knowledge of and experience using Microsoft Excel;
- Good knowledge of computerized accounting software;
- Good knowledge of office methods and procedures and familiarity with the use of standard office equipment;
- Good knowledge of the general principles of public finance administration, including budgeting and financial reporting;
- Ability to prepare complete and accurate accounting reports and statements of some complexity;
- Ability to apply analytical methodologies to large datasets;
- Ability to perform detailed work including written or numeric data and to make arithmetic calculations rapidly and accurately;
- Ability to organize and direct the work of others;
- Ability to follow complex oral and written instructions;
- Physical condition commensurate with the demands of the position.
PREFERRED ADDITIONAL QUALIFICATIONS
- Extensive knowledge of and experience using Microsoft Excel;
- Extensive ability to apply analytical methodologies to large datasets;
- Familiarity with Tyler Technologies MUNIS government accounting software products.
MINIMUM QUALIFICATIONS:
Open-Competitive:
Graduation from a regionally accredited or New York State registered college or university with at least a Bachelor's Degree in Accounting, Economics, Finance, or Business Administration with a minimum of twenty-four (24) credit hours* in accounting and two (2) years of professional accounting experience.
Promotional:
Twenty-four (24) months’ permanent competitive status as an Accountant I.
