The proposed budget allows for expanded contract “piggyback” rights for local governments. The change would allow for counties to piggyback off of existing state agency contracts. This flexibility could lead to purchase savings due to the fact that larger purchase contracts (state agencies) can at times obtain better purchasing rates.(Patrick Cummings)
